Research On The Purchase Of The Occupaitonal Education Service In Quanzhou Municipal Government

The Eighteenth National Congress of the CPC stressed that it is important to strengthen social management and improve the government’s way of providing public services. Our country has issued a series of policies and measures to promote government’s purchase of services. In the field of occupational education, exploring of developing government’s purchase of the occupational education is an important way to enhance the service level and accelerate the construction of modern occupation education system. However, the currently research on the government’s purchase of occupational education services is little.This dissertation is based on the public choice theory, new public management theory and service-oriented government theory. It reviews and analyzes the typical cases of both the domestic and foreign government’s purchase of occupational education service. We can find that local governments’ practice of purchase is mainly in four aspects which include talent training, occupational training, training base construction, and employment of graduates. But due to the late start, lack of theoretical support and the traditional concept of constraints, there are still some problems like the imperfect of policies and regulations, the non-standard of implementation process, the lack of long-term mechanism of supervision and evaluation system, the failure of forming long mechanism and so on. But some foreign countries have overcome the above problems after long-term practice, and construct a variety of successful models. They are all good references.Based on the present situation analysis, this paper connects to the occupational Education Reform and development situation in Quanzhou. It uses the SWOT analysis method, through the establishment of matrix analysis, to clarify the internal conditions(strengths and weaknesses) and external environment(opportunities and threats) in Quanzhou Municipal government’s purchase of occupational education service. it follows the ideas of grasping the opportunity of advantage, overcoming the disadvantage and avoiding threat, then gives some suggestions from clearing the purchase content, cultivating main undertake, setting up a special fund, establishing tendering and bidding system, improving the supervision and evaluation system, etc. The paper is to give some reference for the local government’s policy making and practice about the exploration of developing the purchase of the occupational education service.
