With the development of social economy and the improvement of people’s living standard,people also put forward higher requirements for education services.As the provider of education services,whether the government can provide high-quality and efficient education services for people has become an important standard to measure whether the government can perform its service functions and build a service-oriented government.Under the background of the separation of education management and evaluation,it is an institutional innovation for the government to provide education evaluation services for the public and educational institutions through purchase,which can not only improve the performance level of government education management,but also ensure the objective and fair education evaluation.On the basis of defining the concept of government purchase of education service,education evaluation service and education evaluation agency,this paper defines the connotation,type and necessity of government purchase of education evaluation service.To reveal the purchase subject,the undertaking subject and the consumption subject and the relationship among them in the government’s purchase of education evaluation service.This paper tries to construct the mechanism of government purchasing education evaluation service,including internal and external operation mechanism.The internal operation mechanism includes bidding mechanism,contract mechanism and supervision mechanism.the external operation mechanism includes qualification identification mechanism,market competition mechanism,fund management mechanism and information communication mechanism.the internal and external mechanisms are interconnected to form a whole.On the basis of the mechanism construction,combining with the current problems in the government purchase and the possible problems in the operation of the mechanism,this paper puts forward the promotion strategies for the government to purchase the education evaluation service mechanism,including: perfecting the laws and regulations,providing the system guarantee;clear government responsibilities,improve management ability;Cultivate evaluation subject,improve the evaluation level.
