After China's higher education has become popular,the functions of higher education have gradually changed.From the original government and the public to provide funds for higher education,it has helped the higher education institutions to provide technology,talents,and information to the government and the public.With the deepening of the internationalization of higher education,China's higher education actively learns the advanced development experience of foreign countries in the process of development,and combines the development characteristics of China's higher education to enable higher education institutions to support the development of the country and become the future of the country.The reserve power of development.By purchasing higher education services from higher education institutions,the government provides the necessary technology,information,culture and talents for the country's economic development,social progress and the improvement of people's living standards,thereby promoting the pace of national development,enriching the people's spiritual world,and promoting Social stability.Although China has begun to implement the government's purchase of higher education services in some developed regions,it has not yet formed a systematic development system.Therefore,it is necessary to conduct in-depth research and discussion on the four issues of why to purchase higher education services,how to purchase higher education services,what higher education services to purchase,and the effectiveness of purchasing higher education services.This study collects a large amount of information related to the government's purchase of higher education through the collection of documents related to the government's purchase of higher education services,interviews with relevant personnel of universities and government,and the distribution of questionnaires to the public,aiming at theory and practice.The level is in-depth research on government procurement of higher education.The first chapter of this paper summarizes the research origin,research purpose,research content and related literature of the government's purchase of higher education services,mainly to understand the research content and determine the research direction.The second chapter analyzes the relevant theories of the government's purchase of higher education services,defines the core concepts and finds the corresponding theoretical support.The third chapter through the compilation of the questionnaire,the content and mode of purchasing higher education services from the government,the basic purchase mode,the main body Three aspects analyze the current status of the development of higher education services in Liaoning Province,the existing problems and the causes of the problems.The fourth chapter is based on the analysis of the status quo of the third chapter of the Liaoning Provincial Government's purchase of higher education services.The model and path suitable for the Liaoning provincial government to purchase higher education services are selected.The fifth chapter is a reference for the experience of domestic and foreign governments in purchasing higher education services.By understanding the development of foreign governments purchasing higher education and the basic situation of the purchase of higher education services by developed countries in China,they have drawn on their excellent development experience for the Liaoning Provincial Government.Purchasing the development of higher education services to find the right path.The sixth chapter is aimed at the development status and existing problems of the purchase of higher education services by the Liaoning Provincial Government and the experience of domestic and foreign governments in purchasing higher education services,and further guides the current theory and practice of the Liaoning Provincial Government in purchasing higher education services.
