The cultivation of special physical education talents started from the beginning of 21 century, and currently the number of specialized talents of this area is small and there is a lack of experience in cultivation of special physical education talents. In china, there is the biggest number of handicapped people, the toughest problem we are facing now in this area is how to solve the existing difficulties using the least man power, material and expenses. Through research on the current situation and development of China’s special physical education education, put forward tentative ideas on subjects settings of special education for undergraduates of institutes of physical education.The content of this research is the social needs of special education in institutes of physical education, the objective of special education major and talents criterion, subjects settings of special education major. Through reasonable setting of cultivation objective, try to establish the mode of cultivating application based special physical education talents, cultivate application based and specialized talents in the area of physical education education, physical education training and organization and management of competition, make an attempt in the sustainable development of physical education of handicapped in China.The paper researches and analyses based on literature research, questionaire survey, expert interview, mathematical statistics. The main conclusions of this research are as follows:1, currently there are approximately 80,000,000 handicapped people in China, among which 1560,000 are students who are receiving special education in school,900,000 school age children are not attending school. At this point, the special education cause in China are still confronted with huge task. In the future, there will be a large amount of haddicapped children attending school, at present a large number of special education P. E teachers is needed. The number of students graduated from institutes of physical education majoring in special education is not sufficient to cater the need of society.2, Through survey, analysis and comparison, the cultivation objective of special education major of institutes of physical education of China is relatively clear, and knows well the employment orientation of the students, but there is a lack of knowledge acquirement in the subject of athletic rehabilitation.3, With the development of society, more and more handicapped people need more human care and fitness guidance from professionals. Talents graduated from special education major of institutes of physical education should abtain not only thorough professional theoretical knowledge and skills, but also the qualities of good morality, and good physical and psychological situation.4, The characteristics of major subjects settings of special education in institutes of physical education are as follows:the public basic courses are still restricted in the frame of old mode, ignoring the courses of humanities and social sciences, the specialized courses and specializes basic courses are not adequately showing the characteristics of the major; in terms of ratio of courses, public compulsory portion is a little too big, optional courses portion is a little too small, the practice part is moderate, basicly practice is done collectively; in terms of construction of curriculum,main courses are not flexible enough.
