An Study On Establishment Of Low-Carbon Economy Technical Support System

Low-carbon economy is the widespread concern economic development model in theworld, it is in the perspective of reduce carbon emissions to seek a way of humandevelopment. Throughout the courses of economic development mode, they all emphasis onthe establishment and improvement of related support system. Without the necessary supportsystem, any model of development lose the foundation of power and the source. Low-carboneconomic develops fast, but its technical support system has not been established. Theunestablishement of a suitable technical support system for China was a main reason for theslow development of low-carbon economy. As the process of witness of many provinces andcities carrying out the systematic practice and substantial progress of low-carbon economy,more attention should also be paid to many deficiencies in the construction of the low-carboneconomy technical support system. In order to provide more continuous strong powerful forceto the development in low-carbon, it is imminent to establish a low-carbon economy to adaptto the technical support system.Still now, there is no research for a low carbon economy technical support system. In ourcountry, we promulgate technology, talent, finance, tax, other support elements to provide atop-down, unidirectional restraint or supportive policy. Based on the theory of sustainabledevelopment, the external effect theory and the circular economic theory, this paper analyzesthe system elements for the technical support of the development of low-carbon economy indetail. It proposes the support system from many areas of content. It summarizes theexperience and lessons of international and domestic situation from multi-angle perspective inorder to help China to establish a sound technical support system by a valid path as soon aspossible.The innovation of this paper lies that it puts forward a suggestion on a support system oflow-carbon pertinently. It analyzes, integrates and summaries the restrictive factors frommicro-level layer. It promotes a much more in-depth development of low-carbon economy.
