The Existent Problems And Solutions In The Administration System Of Land Consolidation In Henan Province

Land consolidation is a crucial method which is used by many countries to demonstrate governments' function of macroscopic adjustment and control. It exerts important influences and significance not only upon the reasonable and effective distribution of resources but also upon the coordination of the interests and conflicts between overall and local situation, long term and short term, urban and rural area, development and environment, different industries as well as various districts.The discussion around this topic, as a matter of fact, is an assumption about a more scientific work method of territorial management. In recent years,China's land consolidation work has been conducted vigorously which effectively alleviates the rapid reduction of agricultural acreage and implements the strategy of land protection but meanwhile a large number of problems emerge. After a great amount of field surveys and organization of data, this dissertation carries out research according to the logic order from proposing the questions, analysing the problems and finally to solving the problems. Firstly the theoretical foundation and significance of land consolidation and its administration system are elaborated. Secondly historical reforms and present situations of the administration system of land consolidation are introduced. Thirdly the existent problems in the administration system of land consolidation in Henan province are demonstrated and the reasons are analysed. Finally according to the existent problems in Henan province, solutions for reform are proposed.In this dissertation, the correlation index of the relation between relevant administrative units in the territorial management work will be chosen to compare as well as analyses the relation between the units of territorial management. These phenomena are regarded as the primary starting point to carry out research on the existent problems and solutions in China's administration system of territorial management. What's more, related problems are analysed from this angle such as what the main problems for the functions of territorial management institutions are, the reason why the departments of government are prone to pursue profits and act like an enterprise and so on. Through the analysis of a series of issues such as the practical problems, solutions and innovations, this argument is improved to a higher social level which is more broad and sophisticated.This dissertation also seeks to find the cooperation foundation as well as future possible methods and principles for the establishment of territorial management leading groups, proposing the introduction of the territorial management law and clarifying the possibility of the legal status and functions of every administration department of territorial management. The work mechanism of territorial management is initially designed; namely, government in the leading position, territorial management in the supporting position, coordination of the departments and public participation. Besides, the related capital mechanism is studied; that is, the same channel, stable management, centralized input and independent accountability. This fills the gap in the related field in China. Meanwhile suggestions are offered to pilot projects of the administration system reform of territorial management in various areas, which effectively promote the healthy and orderly launch of China's territorial management work..
