Nowadays, China is promoting and implementing the strategy of “going out”with bold efforts, encouraging and supporting fixed enterprises to directly investoutward and manage in foreign countries. It is not only a major action in the stage ofopening-up that the enterprises actively take part in various forms of internationaleconomic and technical cooperation, but also an important style, from which ourcompanies can absorb the technology spillovers in international capital flow and thenpromote our countries’ economic growth. And how faster and better to absorb the ODIreverse technology has also been a hot topic between the companies and academicresearchers. Based on the perspective of absorptive capacity of home country, thispaper firstly summarizes the effective factors of absorptive capacity of ODI reversetechnology studied by former papers. And then establishes the comprehensiveevaluation system of the absorption ability of ODI reverse technology, which is aim toevaluate the strength or weakness of absorption ability. Finally, it tests thecontribution of absorption ability to the regional technology progress in China.The empirical results show that the main factors affecting the absorption capacityare the degree of market opening, the agglomeration effect of output, the developmentlevel and openness of technical market and the technical capabilities. Among the threebranch abilities, the assimilation capacity has the largest contribution to theabsorptive capacity, and then the use ability last the getting ability, but the disparity inthe branch abilities is not huge, which reflects that the absorption ability system ofour country regional is a systemic and balanced one. From the order of the absorptionability, the absorptive capacity of east coastal areas is the strongest; the west exceptSichuan is the weakest. But the absorptive capacity contribution rate of northeastareas in the technology progress is the highest one, and the eastern region is thelowest one, which shows that the effectiveness of the absorptive capacity on ODIreverse technology spillovers is different from the absorptive capacity. Based aboveall, it provides the targeted policy recommendations for the ODI, the optimization ofregional industrial structure, the promoting of industrial technology, and thedevelopment of regional harmonious.
