Gradually, flexibledriving factors are becoming the internal impetus and decisive factors that influence urbaneconomic development. How to improve the capability of independent innovation and boost theinnovation-oriented urban economic development have become hot issues and aroused attentionfrom the government and academic world.Since the reform and opening up, regional economy in Yinzhou has embarked on the road oftransitioning from rural economy and country economy to urban economy by implementing aseries of strategic measures including "Optimal-Optimal" Strategy,"High-High" Project,"NewYinzhou Project" and "Three Action Programme". Currently, per capita GDP is about to surpass$20,000, the city is stepping into the critical period for further widening the urban framework,transforming and upgrading economic structure, while confronting the opportunities andchallenges brought about by economic globalization, international financial crisis and resource andenvironmental constraints. During the critical period, it is significant to further enhance the level ofeconomic development, improve industrial competitiveness and elements of the allocationresources by accelerating the exploration of innovation-oriented urban economic developmentmode, defining the overall object and development orientation, illustrating leading industries andimportant development zone and improve the policy system.Based on relative theory and strategic studies, the author compares and analyzes theexperiences of innovation-oriented urban economic development in advanced regions at home andabroad. Yinzhou analyzes3key points of promoting innovation-oriented urban economicdevelopment by using SWOT analysis on the basic principles, which is systematic, scientificsystematic and operable and etc. by use of integrated multidisciplinary approach and relatedstatistics and in-depth analysis of the advantages and disadvantages, and the opportunities andchallenges of Yinzhou to accelerate innovation-oriented urban economic development.
