Research On Execution Of Sci-tech Policies At Basic Level Governments

Basic governments at district or county level have always playing a major role incarrying out sci-tech policies issued by central government and local governments,promoting local economic and social development, and managing daily routines oftheir own prefectures. These years, both state government and Tianjin municipalgovernment have released series of sci-tech policies to accelerate the transformationof economic development mode. This has greatly promoted optimization andupgrading of industrial structure and boosted the development of emerging industriesof strategic importance in the nation as well as in the city. However, as far as sci-techpolicy execution is concerned, there still exist many problems at basic levelgovernments, namely district level or country level governments, including policyexecution subject, process and resources, policy execution measures, methods andtactics. As a result, some policies are deviated from their originally designed trackduring the execution and fail to reach their expected goals. Such phenomenon isrelatively universal and needs to be deeply probed and discussed. This paper, based onqualitative analysis and case study, selected H District of Tianjin to carry outindividual case studies, aiming to make clear real status of sci-tech policy execution inH district and the current status of sci-tech policy execution at basic levelgovernments in China, existing problems and their reasons, and to find out pertinentcountermeasures.The paper consists of five parts. In part one, the author represented the studybackground, study significance, content and methods, and made a summarization ofrelative literatures. Part two introduced relative theories of sci-tech policy executionand their basic integrants. On one hand, theories of policy execution, street-levelbureaucrat, trust agency, collective action and etc. are referred and have offered a vasttheatrical view and solid support for the study. On the other hand, basic integrants ofsci-tech policy execution at basic level governments mainly include sci-tech policies,execution subject, execution resources, execution aim and object and executionenvironment are elaborated based on characteristics of sci-tech policy execution. Partthree discussed major contents and patterns of sci-tech policy execution in H districtof Tianjin. Major contents consist of sci-tech policies issued by state level, municipal level and H district governments while execution patterns involve special enforcementorgan, financial contract system, goal and post responsibility pattern, and executionby meetings, execution by files and others. Part four analyzed problems existing inpolicy execution at basic level governments and their causes. Main problems,including high cost of execution, selectivity-based policy execution, deficiency ofexecution resources and short-term execution period were represented andcorresponding reasons were analyzed. In the last part, the author discussed oncountermeasures of how to perfect policy execution at basic level governments fromsix aspects and proposed some suggestions, such as standardizing the application offree discretionary power，paying more attention on policy execution effect and etc.
