With economic developed, global warming has become a major threat to humansurvival. As the world’s energy consumption country, China has put forward emissionsreduction plan in the12th Five Year Plan. Transportation is one of the high carbonemissions industry, in order to reduce transport carbon emissions, how to build alow-carbon transport system becomes extremely urgent. In this paper, a low-carbontransport structure optimization mode has been built by studying freight traffic carbonemissions.Firstly, this article describes the significance and the current situation about lowcarbon transportation. By reference to domestic and foreign scholars study of carbonemissions, we define the research methods of this paper. In order to highlight researchpoint, this article only focus on freight traffic study.Secondly, this paper makes an in-depth analysis on the characteristics oftransportation system from two aspects: the transportation demand and carbonemissions.The markov gray prediction model and carbon emission factorization modelhave been built. Meanwhile, the article states the application and solving process of themodels in detail.Thirdly, we build transportation utility maximization objective function which basedon the demand prediction and carbon emissions factors analysis. There’re four constraintsof the objective function, such as carbon emissions, energy consumption, freight demandand rational use of current lines. Thus the transport structure can be optimized, so thatfreightage supply can meet the needs of the whole society as well as get the carbon target.Finally, with a case study of Hebei Province, we analyze the status and tendency oftransportation development, energy consumption and carbon emissions. In order toarrange the freight volume reasonably, to optimize the transport structure of HebeiProvince based on low-carbon emissions. Combined with the actual situation of HebeiProvince, the paper provides strategy and suggestions for the low-carbon transportationdevelopment of Hebei province.
