The21st century is the era of rapid development of information, technology andknowledge. Technology innovation has become the source of economic growth andsocial development. As the state-controlled large and medium-sized industrialenterprises’ technology innovation embodies government’ science and technology policy,the focus of innovation resources and industry standards, Its technological innovationability is not only related to the survival and the development of the enterprise itself, butalso related to whether China can really take a new road to industrialization and whetherChina can improve core competitiveness.This paper regards the state-controlled large and medium-sized industrialenterprises as the main object of study, constructs the input-output process of enterprisetechnology innovation, analyses the ways to promote enterprises’ technologicalinnovation capability, and take State-controlled large and medium-sized industrialenterprises as the samples during2004-2008in region to empirically analyze theimpacts of different scientific and technological resources on the outputs, the influencesof different scientific and technological activities’ expenditures on the number of patentapplications and the total revenue from the sale of new products and how theintermediate output affects the final output.The empirical results show:the role of scientists and engineers have positiveeffects on the innovation of the enterprise, the input of science and technology humanresource contributes more to the outputs than the input of financial resources; thegovernment innovation funds have obvious extrusion effect, the use effect of self-raisedfunds by enterprises is best; different R&D expenditures all have positive effects oninnovation outputs, the rest of Intramural Expenditures on S&T Activities is oriented bypatent output, all the Expenditures on other technical activities have little andinsignificant impacts on outputs; the conversion speed from achievements in scientificresearch to market of the state-controlled large and medium-sized industrial enterprisesis fast so as to promote enterprises’ economic performance significantly.Finally, this paper conducts the safeguards’ research of the state-controlled largeand medium-sized industrial enterprises’ technological innovation capability,summarizes the previous research findings, and points out the limitations and furtherresearch directions.
