This article main argument is as follows:The first, the industrial cluster can promote the development of county economybecause of external economy of scale, height of advantage of division of labor andcooperation, the innovation effect. There are four ways for industrial clusters upgrading:industry cluster technology upgrading, industrial clusters innovation ability to upgrade,extroverted degree of industrial cluster upgrading, industrial cluster brand upgrading. Andthe four ways strengthen each other, to promote the industrial cluster upgrading.The second, according to the in-depth analysis of the present situation of Linqingbearing industrial cluster’s development, it is concluded that the promoting function of thecurrent bearing industrial cluster to the county economy mainly displays in: the regionalcompetitive advantage of industrial cluster can effectively promote the development ofcounty economy. Extend the industry chain, reduce business operating costs; within thecluster formed between entrepreneurs of information sharing, technology sharing, resource sharing atmosphere makes the enterprise innovation ability enhancement, investorsearnings increase; the professional market radiations to other markets developing to anintegration pattern, bettering the market function. However, industrial cluster is faced withsome problems in the process of development: single product structure, low degree of theindustrial concentration, weak innovation ability insufficiency, weak personnel and brandconstruction consciousness, imperfect policy service and so on. Investigate its reason, itmainly concludes: incomplete infrastructure, enterprise innovation power shortage, thegovernment no reach the designated position, social service system construction lag, thenarrow financing channel and so on.
