The Evaluation And Suggestions On Economic Sustainable Development In The Qaidam Basin

Sustainable development is a necessary choice of human beings enters intothe industrial civilization development. To the rapid economic development, theinternational competition is becoming increasingly fierce. Use the resources mustmeet the needs of contemporary people, and not to damage the interests of futuregenerations. From the relationship between man and nature, we must correctlyhandle the resource development and protection of the ecological environmentproblems, whether it is the ethical dimensions of the human and the natural orsocial system and technical aspects, not at the expense of the naturalenvironment and the social environment as the price. From the relationshipbetween man and man, not to sacrifice the most interest for a small number ofpeople’s interests. We must pay attention to fairness and efficiency, promoteharmony between man and man.The realization of the strategic initiatives of common prosperity, maintainsocial stability, strengthening border security. Correctly handle the relationshipbetween economy, society, population, resources, environment, realize thesustainable development of the western region, is the fundamental starting pointof the western development, but also the major issue throughout in"Development of the West Regions " from beginning to end. Qinghai province islocated in the west of Qaidam area of Qinghai Lake, with an elevation of2600~3000m, area of more than24km2, are China’s second largest basin. QaidamBasin of Saline Lake resources, petroleum and natural gas, nonferrous metal andnon-metal mineral resources are very rich, plays an important role in theeconomic development in Qinghai province. As the Qinghai Tibet railway passthrough the Qaidam Basin, no matter in the position or the national defensestrategy will play a decisive role. In addition, the economic developments of theQaidam basin directly influence the quality and level of the economicdevelopment of Qinghai province.Through making an investigation on the actual situations of the8countiesin Qaidam Basin, chooses37specific indicators about economy, society,resource and environment, to establish an economic sustainable developmentevaluation index system. Then uses the Principal Component Analysis(PCA) andAnalytic Hierarchy Process(AHP) to make a comprehensive evaluation of economical sustainable development on Qaidam Basin. The evaluation resultshows that the sustainable development of economy in Qaidam Basin isincreasing from year1999to2012. The comprehensive score increased from-15.3480in1999to28.7329in2012. Especially since year2005,the nationalQaidam circular economy pilot area was approved to construct, the sustainabledevelopment comprehensive scores changes from negative to positive in2007,and grew by a large margin. This shows that developing circular economy has asignificant meaning for improving the sustainable development level in QaidamBasin. Finally, analyzes the four factors which affect the sustainabledevelopment of economy in the Qaidam Basin, including the size of the economy,infrastructure, industrial structure and population quality, then points out themain problems affecting the sustainable economic development of the region. Atlast, puts forward some suggestions to promote the sustainable economicdevelopment in the Qaidam Basin.
