Study On The Evaluation Of New Industrialization Level In Qaidam Area

Industrialization is not only the foundation and premise of realizing modernization, but also an important symbol to measure the level of economic development of a country or region. The only way to realize modernization is industrialization. The practical experience of the developed countries tells us that the traditional industrialization based on the extensive mode of development will lead to the contradiction between environment and resources, and hinder the sustainable development of a country. Therefore, it is necessary to take a sustainable development path that is consistent with Chinese national conditions. Based on this background, the report of the 16 th National Congress of the party put forward to take a high technological content, good economic benefit, resource consumption low, little environmental pollution and human resource advantages into full play of the new road to industrialization. Through summing up the experience of foreign and domestic industrialization, give full play to the advantage of backwardness, relying on scientific and technological progress, improve economic efficiency, rational development and utilization of resources, and ultimately achieve sustainable economic development.As a bridgehead of Qinghai industrialized, Qaidam has an important strategic position. As a typical resource-rich underdeveloped regions, we must deal with the relationship between economic development and environmental protection. Therefore, to achieve leapfrog development, we must fully integrate the advantages of their own resources, optimize and adjust the economic structure, and take a new road to industrialization.On the basis of combing the relevant literature, combined with the actual construction of the Qaidam area, a new type of industrialization index evaluation system is constructed.The evaluation index system of the new industrialization in the Qaidam area includes five aspects, including the level of development, the level of efficiency, the level of information technology, the level of science and technology and the level of human resources. In each aspect, the representative indexes are selected, and the total 22 indexes are selected. Using the combination evaluation method to determine the weight of each index, and calculate the new industrialization level of Qaidam area and the other 10 provinces in 2014. The results show that the level of new industrialization in eastern, central and western provinces showing three zone distribution trend of gradual decline. The eastern provinces are the highest, and the western provinces are the lowest. The new industrialization in the Qaidam area is from the initial stage to the intermediate stage of the transition, and is about to reach the intermediate stage. The level of new industrialization in Qaidam area ranked eighth in the 11 regions, and fifth in the 8 Western Regions. Through horizontal comparative analysis, we can kown the new industrialization level of Qaidam area in the country, and also found the problems. Finally, the actual Qaidam area, targeted put forward countermeasures and suggestions to further promote the development of new industrialization Qaidam area.
