Dianchi basin is the center economic development of Kunming and Yunnan, and has a high strategic significance for the future development of Yunnan Province. However, because of its ecological vulnerability and the lake's economic and social development consumed excessive ecological environment resources, lead to full-blown water problems. Inadequate water supply, serious water pollution and water disasters occur frequently, already have seriously affected the lives of people and economic and social development. Therefore, how to solve the lake's economic and social development and ecological environmental protection has become a two-dimensional problem that attracted the focus of the society.Traditional extensive mode of economic development is a pattern of excessive consumption of resources, this development mode today already can not adapt to the social economic development needs of basin, so community has reached consensus for changing the traditional extensive model of economic development, use the principles of sustainable development theory to the protection and management facing Dianchi basin currently difficulties. It has a strong practical significance for the development of Dianchi basin and the lake's economic and social development.In this paper, based on referencing lots of domestic and foreign literatures, Economics, Management, Ecology and other related theories are applied, a theoretical system of the sustainable development of Dianchi basin is put forward based on an analysis of the factors of the sustainable development of Dianchi basin. The sustainable development of the basin is needed to meet three aspects of the balance, the balance of social-economic-ecological composite system, balance of each internal subsystem, generation and intergenerational equilibrium.In order to realize the three balance of the lake's sustainable development, must analysis in-depth from ecological, economic, social, management, monitoring and public participation, these analysis also constitute the lake's sustainable development boundary conditions. In the study, based on the above issues, drawing on adaptive control theory, it explores a new model of sustainable development of Dianchi basin.
