Housing is the foundation of human survival and development, the housing problem isrelated to the interaction problem of personal standard of living, social stability and harmony,etc. If the national housing policy is not reasonable, housing security is not in place, the basicrights of citizens is not guaranteed, and will seriously affect the social stability and economicdevelopment.Since2000, China’s housing market reform, the market mechanism has played afundamental role in the allocation of housing resources; but the housing system transitionfrom welfare to the market, city low-income residents can not rely on their own ability tosolve their housing problem has become increasingly prominent. Therefore, governments atall levels will also protect the work of the housing is an important livelihood projects in recentyears. However, in the housing security work, managing the allocation of affordable housingis an important step to ensure housing security fair. At present, how to make the limitedhousing resources fairly, openly assigned to low income families, housing security is facingall the major difficult problem, also is the focus of widespread concern in society.This paper based on the basic theory of housing security, to the Guangzhou cityaffordable housing allocation mechanism as an example, combining parts of foreignindemnificatory housing assignment approach, analysis, to explore the operation mechanismof the indemnificatory housing assignment, the social economics, public service managementpoint of view, put forward the scientific determination of indemnificatory housing assignmentaccess standards to apply for verification, family situation, set the rules, strengthen thedynamic supervision for such measures, promote the fair distribution of affordable housing.The thesis consists of five chapters, the first chapter mainly explains the related theories ofaffordable housing as a public product theory, the theory of fairness and efficiency, the theoryof policy implementation, housing security, to analysis and put forward relevant measures tolay the theoretical foundation of case. The second chapter takes Guangzhou as example,through a large number of data analysis, the current security problems and the reasons for thehousing supply distribution. The third chapter introduces the Singapore and Hongkong in theprotection of good practices of housing allocation management, local and available for Chinato learn from. The last chapter is based on the domestic and foreign city experience, putforward to promote the rational allocation of affordable housing proposal: delimitindemnificatory housing assignment access lines; optimization qualification procedures, toensure fair access; perfect for distribution system, give consideration to efficiency and fairness; strengthen the dynamic supervision, that do not meet the criteria for family timelyexit affordable housing; speed up the legislative process to clearly the rights andresponsibility...
