Housing is not only one of the four basic needs of human life but also the will of the national economy and people’s livelihood. In recent years, along with the development of economy and the acceleration of urbanization, the housing of the urban low and middle income earners is becoming more and more serious. The Chinese government on the basis of absorbing foreign experience, put forward China’s national conditions combined with their own actual housing security policies suitable. As the housing security work in full swing, people’s housing conditions have been greatly improved. But in the process of implementation, such as land, housing construction, housing distribution regulation and others severely hampered the operation of the housing security system. The distribution regulation as the core part of the housing security system, the implementation of the stand or fall of seriously restricts the effect of affordable housing. Changchun city as one of the first pilot city of affordable housing in our country, its distribution regulation point problem is also obvious. Therefore, Changchun affordable housing distribution regulation also has a further perfect.This article takes Changchun affordable housing distribution regulation system as the research object. The article content can be divided into the following several parts:First, after the comprehensive analysis of affordable housing development present situation at home and abroad, we summarize the policies and regulations construction, specialized management institutions, large penalties, transparent and several aspects of the experience.Secondly, aim at the current situation of Changchun city distribution regulation, we analyze its four aspects existing unreasonable phenomena, such as access and distribution, exit, regulations, policies and regulations. And in the next chapter we put forward the targeted suggestions.Finally, to Changchun unreasonable phenomenon of current allocation method, we try to come up with the proposed model using analytic hierarchy fuzzy comprehensive evaluation method of mathematical analysis to the applicant family natural situation, family, work, family, property and family housing situation four indicators as the criterion layer to build housing allocation model based on the applicant’s demand, to prioritize, applicants the housing needs of different degrees, in turn, determine the allocation of housing. And through the empirical study of Changchun public housing, verify the allocation model is scientific and applicable. It shows that the distribution model is to solve the current Changchun city housing allocation to the lottery, lottery, waiting is not reasonable allocation methods.
