Analyzed the decoupling relationship between the carbon emissions and the economic growth in Gansu province, this paper derived that the Gansu carbon emissions and economic growth state in recent years is mainly showed as a weak decoupling relation. At the same time, based on the empirical analysis of the Environmental Kuznets Curve (EKC) of carbon emissions and economic growth in Gansu province, this paper derived that Gansu province’s EKC not likes some countries’"U" shape or inverted "U"-shape, either likes some eastern provinces’the "N"-shape or inverted "N"-shape, but is a monotonically increasing shape. It means that the relationship between Gansu Province’s carbon emissions and economic growth performance is positively correlated and single increasing. The pressure to reduce carbon missions and to transformate economic development in Gansu province is comparatively large.Based on the Kaya identities and combining the LMDI decomposition method, it showed that the factors affect the carbon dioxide emissions are the industrial structures, the energy structures and the energy intensity. The analysis of the carbon dioxide emissions factors’ dynamic shock effects in Gansu province during1989-2011with the VAR model showed that there are stable dynamic effects relationships among the carbon dioxide emissions, the industrial structures, the energy structures and the technical levels. In the long run, changes in the industrial structures mainly had positive shock effects on the carbon dioxide emissions. The energy structures’ shock effects on the carbon dioxide emissions tend to be smooth. But the energy structure’s shock effects’ direction on the carbon dioxide emissions is uncertain. The energy intensity overall showed a stable negative shock effect on the carbon dioxide emissions. In the short run, the carbon dioxide emissions and the energy structures showed large contributions rate to the carbon dioxide emissions’ variance. In the long term, the industrial structures’ variance contribution rate is the largest one.Lastly this paper analyzed the path of Underdeveloped areas’s low-carbon economy development from the aspects of legal policies and regulations, the industrial structure, the energy structure and the consumption structure, the technological innovations and put forward policy recommendations...
