In the coal industry "golden decade", driven by the excess profits of high coal prices,both the coal mining enterprise and the mine design units are pursuing scale of production oflarge or very large, rarely considering technically feasible and economically rational optimumscale of production, which to the some extent contributes to the insecurity and encourages theuneconomic behavior of the ultra-scale production. Thus, optimizing the coal scale has greattheoretical and practical significance to the stability and safety for coal mine enterprise andthe sustainable development of the resource and production.Previous studies did not take into account the dynamic uncertainty of the main influencefactors in coal mine production or the external defects caused by coal mining. To address thisissue, this paper studied coal mine inter-temporal optimization production scale in our countryby dynamic optimization theory and method, the main research work and results are asfollows:(1) Based on the literature, influence factors of coal production are divided into fivecategories about resources, technology, market supply and demand, price volatility,cost andtaxation policy, economics and static analysis are used to explore various influencingelements and pointed out the optimum production scale of coal mine influence.(2) According to the mineral resource depletion theory and dynamic optimization theory,the paper built coal mining intertemporal optimization model without taking intoconsideration the environment and taking into account external factors of the environmentrespectively, cited Hamilton and Lagrange function extreme method to solve the optimalproduction scale, and get specific functional form of the expression in coal prices andproduction costs by instance data.(3) The model were practically applied in DLT coal mine in northern Shaanxi, the paper got the coal prices and optimal production scale of coal mine though applicate MATLABsoftware, discussed the effectiveness of production forecasting values under differentconditions.Based on changes of the coal market price volatility and the discount rate,analyzed and verified intertemporal optimization model of coal mine production throughnumerical comparison and sensitivity analysis.Results of this study provide a reference method to the optimal design of coal mineproduction scale in China.
