As the most important part of coal industry, production system of coal requires a large number of tangible and intangible resources investment; However, under the condition that the system resources are limited, the interests of the subject in the conditions of bounded rational in order to obtain as much limited resources as possible,resulting in imbalance of system resources investment, and hinder the system safe and efficient production to a certain dregree. In order to improve the safety and efficiency of coal production system through reasonable resource allocation, realize the sustainable development of coal industry, this paper is based on the theory of system theory and collaborative development and aimed at system security & efficiency optimization, to study the resource allocation of production of coal system and optimize it, in order to provide theoretical basis and decision-making reference of resource allocation for coal mine.Firstly, this paper defines the concept and characteristics of production system of coal, which analyzes the connotation of security, efficiency, resource allocation, under this condition, the paper analyzes the influencing factors and mechanism of the resource allocation of production system of coal, and constructs the theoretical model of the influence factors of the resource allocation of production system of coal, using SEM to analyze the influencing factors of resource allocation in the production system of coal and results showed that the human resource subsystem, the equipment subsystem, the security management subsystem have a significant impact on the system security and efficiency, environmental improvement subsystem has a significant effect on the system efficiency and the emergency response subsystem and the environment improvement subsystem has no significant effect on system security.Secondly, from the perspective of collaborative development of the system,analyzed self-organization and order parameters of production of coal system and constructed its cooperative development model and complex model to test the validity of the model which taking Huayu as the research object.Finally, from the point of system to construct system dynamics model of coal resource coordination on production system of coal, the model is simulated and analyzed the sensitivity by vensim-PLE and the simulation results showed that reasonable resource allocation has a greater impact on the safety-efficiency level of the system than between the subsystems and the internal factors of subsystem. Therefore,in the process of production, we must first focus on the proportion of resources investment in the sub-system, followed by subsystems between the factors of the coordinationand,finally the internal factors of the subsystem under this condition we can maximize guarantee the coal enterprises in the direction of safety and efficiency.
