Schultz’s human capital theory points out that human capital is the sum of the knowledge,skills and health, which is contained on laborers and has economic value. Education investmentis an important part of the human capital investment, and inherent power to promote the growthof the economy. Presently, the world economy is in the midst of the period of the industrialstructure transformation. The economic development of our country started from "made inChina" to "created in China" strategic change. The added value of industrial products is largelyderived from the contribution to higher vocational education. Therefore, the transformation ofeconomic growth mode puts forward new requirements and expectations on the training goal ofhigher vocational education.As China’s vocational education reform and innovation demonstration zone, thedevelopment of higher vocational education in Tianjin is high-profile. Through calculated thecontribution rate of higher vocational education to economic growth of Tianjin, from theperspective of data analysis, to explore the disadvantages in the development of highervocational education. To provide certain reference for the development strategy of highervocational education in Tianjin.This paper studied the contribution rate of higher vocational education to economic growthin Tianjin from two aspects by using the theoretical analysis and empirical analysis. Usingcobb-douglas production function and calculation methods to do the comparative analysis in twoaspects. On the one hand, the comparative between the contribution rate of higher vocationaleducation and undergraduate education to economic growth in Tianjin; On the other hand,compare the contribution rate of higher vocational education to economic growth in Tianjin andfive provinces of eastern. The research process adopts the relevant data during2001-2011.Calculation results show that the higher vocational education and undergraduate education inTianjin, the contribution rate to economic growth are1.780%and3.798%respectively. Thecontribution rate of higher vocational education to economic growth is less than half of theundergraduate education in Tianjin. In the comparison with five provinces in eastern, Tianjinhigher vocational education in the middle and lower levels. And then found that the Tianjin’shigher vocational education development still exist many problems: professional settings andindustrial structure does not match, and the same to skilled personnel supply type and industrydemand; Higher vocational colleges is too pursuit big mode of running school, there is not aclear characteristic; The cultivate talent quantity in higher vocational colleges do not tally withthe demand of skill talented person in Binhai new area. In view of the problems existing in the higher vocational education development in Tianjin,the article put forward countermeasures and suggestions from the government, enterprises,schools, non-governmental organizations four perspectives: specialties in higher vocationalcolleges, the government macro-control policies to guide the change of the people of highervocational education idea, set up new institutions in Binhai new area according to therequirements of field; Enterprises cooperate with the school, through the university-enterprisecooperation requirements of choose and employ persons to infiltrate the enterprise is the processof teaching practice in higher vocational colleges, cooperate with the school enterprise trainingfield work of higher vocational college students and teachers; Improving teaching mode inhigher vocational colleges, flexible educational system, create a new educational philosophy, thepursuit of "small but good running effect"; Non-governmental organizations will increase withthe help of the relevant policies of higher vocational education and educational support.
