Perspectives And Strategies Into Problems Arising In The New Policy Of Ticket-free Tourism

In recent years, the prices of scenic spots’entrance tickets have rised greatly allover the country. And the tickets are also becoming more expensive, over-marketedand aristocratic, which deprive the rights of the lower-income people to share thepublic tourist resources. In2012, Songxian(a county in west Henan province of China)activated a new policy that all the people can go to scenic spots which are in theirboundaries free of charge for10days after the end of the golden week of the NationalDay. During these days, the number of the tourists and the income from service sectorboth set new records. However, more tourists require more correspondingaccommodation and serving capacity. Due to the insufficient contingency plan and theweak infrastructure etc., tourists were stranded during that time, which marked thenew policy with a black spot.With the methods of spot interview, document review, comparisons home andabroad and induction＆conclusion, we comprehensively analyzed different theoriesand current situations on pricing and tourist area administration. Based on sometypical examples and a certain theories on ticket-free policy, we studied the urgentproblems arising in the event and its direct influence to the entire tourism industrywithin the county. Starting from the negative influences of this event, we analyzeddefects of county level infrastructure construction along with the tourism development,the perfection of information release mechanism, the improvement in both quality andquantity of tourist area staff, the completeness of tourist amount control system and theestablishment of contingency plan dealing with public emergencies. we studied somefeasible methods based on the above to solve these problems.In the final part, we concluded that we should reinforce the building of countylevel roads and luxury hotels, elevate the standards of rural home inns, we properlyused the internet, traffic information and other media to release information, we enhance the staff cultivation, improve the mechanism of talents stimulation andguarantee, we establish the tickets ordering and monitoring system and realize theresult of free-but-with-tickets, we establish and complete series of effective policieslike the contingency plan dealing with public emergencies and implement them. Thuswe can guarantee the visitors enjoy real value of tourism and mutual benefits of bothtourist areas and tourists under the ticket-free policy.
