In recent years, the prevailing of global low-carbon economy makes Carbon Tariff to be thefocus of public debase. And Carbon tariffs will become the useful weapon for some countries tosnipe “made in China” once it is implemented. Zhejiang Province is one of the provinces famousfor its export and rapid development of export-oriented economy. The exportation of ZhejiangProvince was always on the top three in china in recent years, and the main items it export ismanufactured goods, with a proportion of more than95%of all export goods. Obviously, if carbontariff is imposed, the impact and influence on the export of Zhejiang province is comprehensive. So,how to measure the impact of carbon tariffs on the export of Zhejiang and how to deal with carbontariffs are particularly important.Based on mass references and related theories, this paper defines the basic concepts aboutcarbon tariffs, and overthrow the nominal legitimacy of carbon tariffs from three aspects, as,violating the principle of the most-favored-nation treatment, the principle of free trade and theprinciple of "common but differentiated responsibilities". Then, the paper analyze the influencemechanism of carbon tariffs act on export from three angles, that is, carbon tariffs raising exportprices, increasing export costs and encouraging technical innovation. Guided by theoreticalanalysis, the paper reveals the influence of carbon tariffs on export of Zhejiang from the qualitativeand quantitative aspects.From the analyses, a conclusion was got:(1) Carbon tariff is a "double-edged sword". It affectthe international competitiveness on the export trade of Zhejiang adversely, but, technologicalinnovation and technological progress and industrial structure and trade structure optimization willhave a positive impact on international competitiveness of Zhejiang export;(2) Carbon tariffswould reduce the total exports of Zhejiang Province. When the carbon tariff is10dollars/ton CO2,30dollars/ton CO2,70dollars/ton CO2, total exports of Zhejiang province would decrease by8.8‰,26.3‰and59.6‰respectively;(3) Carbon tariffs would reduce the industry profits of the12main export sector of Zhejiang province. If the tariff rate is too high, almost half of the sectorswill no longer export, and the profits will be greatly reduced for the sectors weaker-impacted bycarbon tariffs. Finally, this article brings forward suggestions for Zhejiang from government,industry and enterprises versions to cope with the carbon tariff.
