Study On The Environmental Effect Of Undertaking Industrial Transfer In Hunan Province

Cross-regional flow of capital promotes economic develop ment, but at the sametime, environment problems have caused public concern widely. With industrialtransfer in China penetrate to the Midwest region gradually, scale on undertakingindustrial transfer in Hunan province is expanding step by step, which has a positiveimpact on economic development, industrial structure optimization and tec hnologylevel. But environment problems are more prominent in the process of undertakingindustrial transfer in Hunan province. Therefore, the studying on the environmentaleffect of undertaking industrial transfer in Hunan province has great significance oneconomic sustainable development in Hunan.In this paper, the research objects are undertaking industrial transfer and "threeindustrial wastes" emissions and the quantity in Hunan, the author uses the charts topresent the situation of industrial transfer and the environment pollution in Hunan.The author elaborates not only the relationship between environmental pollution andthe undertaking industrial transfer but also action mechanism of industrial transferenvironmental effect. Besides, the author proves that the correlation betweenindustrial transfer and the environmental pollution in Hunan by the unit root test andGranger test of causality. Specifically speaking, the relationship between undertakingindustrial transfer and industrial waste gas emissions and industrial solid wasteproduction amount is correlation in Hunan, and undertaking industrial transfer is theGranger cause on "three industrial wastes". The simultaneous equation model iscomposed of environmental effect, structure effect, technology effect and the directeffect to study environmental effect of undertaking industrial transfer in Hunanprovince. And the results show that the scale effect aggravates environmentalpollution, the structure effect to environmental impact is negative effect, technologyeffect to environment influence is positive, overall environment effect is negative.According to the problems on coordinated development of undertaking industrialtransfer and the environment in Hunan, the author puts forward the followingsuggestions: people should control reasonably the scale of undertaking industrialtransfer in accordance with local environmental capacity; they should optimal allocateindustrial transfer structure, and decrease "three industrial wastes" emissions; theyvigorously promote environmental technology innovation, and realize recycling revenues; they have positive efforts to strengthen local environmental regulation andform fine investment environment; they should guide the resource conservation andenvironmental protection, promote the construction of "two-oriented society".
