With the continuous development of China’s changing economic, political, social andcultural aspects, greatly extend the life expectancy of our population, making the rapid arrivalof an aging society, the social pension burden is increasing.With the improving level of healthcare and education, the elderly population after retirement became a huge waste of nationalhuman resources and appropriate to extend the retirement age has become an inevitablechoice of China’s reform of the retirement system.The development and implementation of delaying retirement system, will be involved inall aspects of society.Such as from a macro point of view, it is not just a social policy issuedby the State, it is one aspect of old-age security system to reform perfectly and even oneaspect of perfecting the social security system reform; From the microscopic point of view,the system itself will be affected by changes in the age structure of the population, the impactof population life expectancy, average years of education and other factors to extend the sametime, and the system development process should consider the limitation of the legalretirement age, respect for the individual differences and the freedom of choosing pensionentitlements, avoid or reduce the impact of reform on all groups in society, protect the socialgroups treated fairly, etc; From the employment point of view, the delay retirement systemwill involve working-age population, supply of labor and demand of labor in the labor market,and how to promote the businesses hiring continues to hire the elderly, and how to protect theemployment power of young people,etc; From a social equity point of view, the system willinvolve the power of pension security in administrative,business and enterprise unitemployees, make them enjoy the fairly treatment of pension security, and protect the fairlyemployment of male and female,etc.Therefore, on the basis of a comprehensive analysis of the above factors, and China’sspecific national conditions, the paper raises the necessity of delaying the retirement age,suchas delaying the retirement age is the inevitable choice of China’s aging population underpressure to ease the shortage of pension promote effective use of human capital and so on.The second part is to analyze the exist problems of our current retirement system, such low legalretirement age, a large gap between men and women, etc.The next focuses on the reform ofthe retirement system at home and abroad which are more representative of several examples,such as the United States, Germany, Japan and other countries, and proposed the reformexperience of foreign delay delay retirement system.The fifth part analyzes theimplementation of delayed retirement system needs to solve several difficulties or problems,such as how to solve the impact problem of the retirement of the youth employment; how tosolve the impact problem of the retirement of older employment issues,etc.Finally, accordingto the actual situation of China’s, the paper make a few specific recommendations on thedelays of our retirement system, such as taking "progressive" delay retirement age, setting upa "flexibility" in the statutory retirement age interval, extending the payment period flexibly,treating differently for workers in different sectors, narrowing the gap between retirementbenefits and other social groups specific policies.
