With the social and economic development, the aging problem has become a worldwide social problem. Meanwhile, the social pension system is faced with the great challenges and sustainable development pressure which are caused by the aging problem. The same is true of China as a developing country. Shanghai is facing the most severe aging problem in China. The continuous change of the social age structure poses a great challenge to the ever-growing deficit of PAYGO because the payment outgoes the income and thus leads to another increase for the pension in the social security. At the same time, the social and the economic development of Shanghai has entered in a new stage. Change of economic development mode has been the key point of the economic development. Either the social or the economic development calls for a great quantity of experienced talents with specific skills. But for the moment,the demand for talents exceeds supply. And the graduating students are not able to meet the great demand of different activities. And the well-experienced newly retired with a lighter family burden could be the source of talent supply. on 1st October 2010,the Shanghai Municipal Government begins the pilot policy making regarding flexible delay in applying pension by carrying out a reform on the relationship between retirement age and the pension.The flexible delay in applying pension policy in Shanghai is considered as an experimental reform while a national policy is still in expectation. On the whole, the policy is well-intentioned as well as humanized designed. But judging by the result, the policy is not so successful as it is expected because of its slow progression. In addition to the influence of national retirement policy, other elements also deserve research and consideration. The research on the flexible delay in applying pension policy could have profound significance in making advantage of different talents. And the research could also offer a source of reference for carrying out a national retirement plan.The text is based on an empirical study by interviews, questionnaires and available governmental documents. The paper makes a general research on the flexible delay in applying for pension policy. It gives a scientific evaluation on the present implementation in Shanghai which functions as a source of reference for the upcoming gradual delay in national policy reform. The first chapter is about the background study and the purpose of the subject. In the same chapter, domestic and international researches based on the same subject are given and approaches used during the study are also presented. The second chapter first defines the policy of flexible delay in applying for pension and the policy of reemployment after retirement which has been implemented for a long time. Then it introduces the background, drafting, content, and expectation of the flexible delay in applying for pension policy in Shanghai. The third chapter dedicated to an objective analyze of the present implementation of the policy and foreseeable problems. The fourth chapter is dedicated to the evaluation and cause analysis of the flexible delay in applying pension policy in Shanghai. The fifth chapter introduces other countries’ present retirement policies and their enlightenment on Shanghai. In addition, the chapter also discusses about the future feasibility of the policy in faced with the Thirteenth Five Year Plan. It states that improvement is expected if the present flexible delay in applying for pension policy continues to be used while lessons should be drawn if it is abolished. In the last chapter, a summary based on previous statements is given and the expectation of further work on the policy is proposed.
