Innovation Capability Of Cities In Heilongjiang Province And Enhance Path

In2003the state began to implement the revitalization of northeast China andother old industrial bases, which promote the Northeast regional economic recoveryand development. The central government preferential policies, financial support, andother measures for the major investment projects have played an important role forrevitalizing the old industrial base, but some deep institutional and structural problemsare still not fully resolved, and lack regional economic development potential.Therefore, to achieve a comprehensive revitalization of the northeast old industrialbase, we must transform the economic growth mode, and make innovation becomingthe fundamental driving force of economic growth. The development of Innovationcity has become an important initiative to revitalize the old industrial bases. From theperspective of geography, this paper analyzed the innovation capacity of cities inHeilongjiang Province, aimed at grasping the status of urban innovation capacity,providing the basis for enhance innovation capacity of cities. The article includes thefollowing four aspects:1. Analyze the background of urban innovation in Heilongjiang province. thepaper analyzed the environmental resource base，social and economic basis andtechnological innovation foundation in Heilongjiang Province. Abundant water, landand mineral resources provide for supports for the economic development of theprovince; high agricultural science and technology contribution rate, heavy-basedindustrial structure provided social and economic conditions for urban innovation.Lacking innovation subject, technological innovation person and the relativeinnovation-based elements, hindered the ability of innovation to enhance the city.2. Measure the urban innovation capacity and analyze the differences inHeilongjiang Province. Selecting the12cities in Heilongjiang province as the research object (except Daxinganling region), this paper analyzed the differences ofurban innovation ability in Heilongjiang Province, and found that innovation capacityof Harbin is much higher than other cities, and then Daqing, Qiqihar and Mudanjiangfollowed, and high value of innovation distributes in Hadaqi (Harbin-Daqing-Qiqihar)industrial corridor. The pattern of urban innovation capability in HeilongjiangProvince is stable in recent10years. The regional differences and spatial polarizationof urban innovation capability tend to increase.3. Analyze the reasons of urban innovation capability differences in HeilongjiangProvence. This paper selected27factors from the regional innovation base, regionalinnovation environments and geographical proximity to explore the causes ofinnovation capability differences in Heilongjiang Province. We found that the impactof regional innovation base is more significant than the other aspects. By analyzingthree time sections’ affecting factors, we could find the factors that affect urbaninnovation capacity is become diversify.4. Select paths for different types of cities to enhance innovation capability inHeilongjiang Province. Based on innovation, urban nature,12cities were dived intocentral city, equipment manufacturing cities, mining cities, manufacturing ofagriculture and forestry cities and border city. Then analyze the problems that kinds ofcities faced that hinder urban innovation capacity improvement, and proposeddifferent paths for all types of cities increasing the innovation capacity. Harbin shouldselect technology and knowledge innovation model; mining cities should choosediverse industrial transformation mode; equipment manufacturing cities should selecthigh-tech industrial innovation model; manufacturing of agriculture and forestry citiesshould choose agricultural modernization and livable environment mode; border cityshould select the border trade service model.
