| The role of innovation services in innovation activities has become increasingly prominent,which has attracted the attention of governments at all levels,experts in various fields and enterprises.Facing industry innovation demand,the innovation service entities collaborate and cooperate,which has show the "diverse,dynamic and complex" network characteristics.The network relationship between innovation service entities such as technology intermediaries,research institutions,technology service platforms and financial institutions has accelerated the flow of innovation resources between regions and promoted the efficient allocation of innovation resources.However,scholars' research on innovation service networks is just beginning and the development of innovation service networks is still in the exploratory stage.How to define the regional innovation service network,analyze the network evolution stage,understand the stage network structure and function characteristics,and how to get rid of the network rigidity in the process of the innovation service network evolution to upgrade are all important issues that need to be addressed in the process of innovation service network development.Firstly,on the basis of summarizing and combing the relevant research results of emerging industry innovation,innovation service and service network at home and abroad,this paper defines the connotation and characteristics of regional innovation service network.The composition of the innovation service network is explained,respectively,from node and relationship chain and the network relationship.Based on the life cycle theory,the evolutionary stage of the innovation service network is divided.Then,based on the complex network theory,the evolution model of the innovation service network is constructed to reveal the evolution rule of the innovation service network and the law of government action.Furthermore,the design principles and ideas of the upgrade path of the innovation service network are proposed.This paper constructs the upgrade paths of the regional innovation service network that are the innovation service network upgrade path based on key node cultivation,the innovation service network upgrade path based on service chain integration,and innovation service network upgrade path based on core network collaboration,and gives path selection conditions,and designs matching upgrade path implementation mechanism.Finally,taking the emerging industry innovation service network of Heilongjiang Province as an example,this paper analyzes the status of its innovation services,chooses the appropriate network upgrade path and proposes policy recommendations for its development. |
