In the basic trend of global information,<2006-2020National InformatizationDevelopment Strategy>, issued by the State Council of China, addressed theinformatization development at the strategic level. As an important component of thenational economy, the informatization development of the project cost industry hasreceived widespread attention. Under the background of new era, project cost industryis showing new features. Information management and Informatization have had manyproblems, and the original simple information technologies could not met demands.Cloud computing is an advanced information technology in the times of big data,and brings technology renovation and business model breaking-through.Virtualization technology integrates the distributed resources to improve resourceutilization; the technologies of parallel computation and distributed memory improvethe computing speed and efficiency; business model of on-demand self-service et alreduces the threshold of informatization for many companies, and promote theconstruction of informatization. Cloud computing can effectively solve problems,such as low information share rate, underestimating the value of information and so onduring the period of informatization development in project cost industry. As a result,that cloud computing is introduced to project cost industry is the demand both ofindustry and times.The paper has studied the prospects of cloud computing application in project cost,and built project cost information management platform which used throughout thecountry and based cloud computing. This platform provides communication andinteraction service between project cost workers, relevant government departments andconstruction materials suppliers. The paper has carried on study as follows:(1)The cloud computing has been introduced from the follow aspects: concept,characteristic, architecture, service-mode and deployment. This introduction is thetheoretical foundation of the follow study.(2)By visiting investigation and literature research, the paper has studied theproblems of project cost information management and informatization, and the rolecloud computing playing in solving these problems.(3)The paper has studied the prospects of cloud computing application in projectcost. Firstly, SWOT analytic method has been used to study the advantage of cloud computing compared with traditional IT. Secondly, the paper has emphatically analyzedprospects application of the three service modes of cloud computing, and the role theyplaying to solving problems.(4)The paper has studied the application of cloud computing service, whichprovided by Glodon, Rib software and ZJPL, and made suggestions and improvement.This case study has proved the feasibility of the cloud computing application in projectcost industry from another side.(5)In order to choose a proper cloud provider for project cost informationmanagement platform, the paper has made a service comparison among famous cloudproviders in our country.(6)Based on above theoretical research, the theoretical framework of project costinformation management platform has been built. Firstly, questionnaire has beendesigned and handed out to analyzing the actual function requirement of this platform.Based on these work, the function modules of the platform has been determined. Then,the following contents has been designed: overall architecture, flowchart of mainfunction modules, important database tables, and run-guarantee system.
