The Research On The Decision-making Of Urban Complex Development Based On Sustainable Urban Development

The concept of sustainable development is the mainstream development theory ofthe world. As the major place of human activities, the city is the strategic pivot of wholesociety sustainable development capacity building. As a high-speed urbanization andpopulous country, China should transform our develop model to a more ecological,intensive, high-tech innovation way to solve the challenges of sustainable development.As a industry--comprehensive, intensive land-use, multi-format combination of moderncommercial estate development model, urban complex welcomed by both thegovernment and developers.By analyzing the relationships between urban sustainable development and urbancomplex development, illustrate a reasonable developed urban complex can not onlyachieve their long-term sustainability, and maximize the value of assets and commercialvalue at the same time; but also cater to China’s urban transformation and industrialupgrading, enhance the city’s image, optimize the use of resources such as land demand,thereby promoting urban economic, social and ecological sustainability. However,during the mass development process, part of the urban complex facing seriousproblems of un-sustainability, such as irrational planning and positioning, blindly seeklarge scale, lack of funds, difficulty in attracting investment, homogeneity, operationalweakness, out of touch with the culture context, discordant with the concept ofecological, resulting in lots of operational difficulties and influence urban sustainabledevelopment. It’s critical to build scientific decision making-system in realize itscommercial value and promote the sustainable development of city.This article focus on the decision-making period, through analyzing thedecision-making process and stakeholder of urban complex，sorting out three majorstakeholders: the government/the developers and the public..The government is theguide and supervisor in urban complex developing decision-making, the developer isthe executors and the public is the decider..In order to coordinate urban complexes andurban sustainable development, the Government (also represent the public)anddevelopers should change development concept. Based on the common growth of valueof the urban and urban complex, play their respective functions, establish acomprehensive body of scientific development decision-making system. Based on the perspective of sustainable urban development, in order to solve theun-sustainable issues of urban complex development, the government should lead theurban complex decision-making through four aspects including basic function perfect,encourage and support, control and supervision. The developer should build itsdecision-making target system from six aspect including:to determine a project’soverall image positioning, determine the project development model, to determine thesize of the project and the combination of features, to determine project financing andprofit model, to determine the project investment and operating model, to determine theplanning and design principles.
