In recent years,with the rapid economic growth of the commolity economybooming,the economy as a joint logistics economy is booming.However,in a plannedeconomy to a market economy in the process,the consequent overloading vehicles,due tothe economic interests of the drive so that overloading transport behavior mushroomed andspread rapidly,companies or owners to maximize the pursuit of economic interests,made avariety of violations”big tons of small superscript” to reduce cost,increase revenue by morecargo.With the increasing competition in the freight market,combined with govermentsupervision so that overloading spread flooding,transport disorderly market competitioneven overloading vehicles provided the breading ground.Attendant produced a series ofissues,such as security issues:Due to overloading of the vehicle’s brakingperformance,balance serious decline,which greatly affect the vehicle’s cornering andbraking functions;well on the highway bridge the serious destruction.Therefore,the state isnecessary to introduce a series of combination punches to curb the momentum.This seriesof combination punches including since2001the country’s highways weight charges.Afterten years of renovation,has achieved some results mainly in the following two aspects:First,the direct economic benefits,the performance of the implementation of weight fees,inaccordance with the standard model”excessive loading,over-charge”principle,highway tolltotal due to overloaded vehicles from the presence of toll sector increase revenues,better onthe highway for conservation;Second,the indirect economic benefits,since theimplementation of truck weight fees,the proportion of malicious overloading the vehiclecurb to some extent,thus extending the service life of the highway(and compared weightfees not practiced)so that a certain degree of road maintenance costs savings.Inaddition,from social benefits also have a large income:including reducing roads,bridgesearly damage and reduce the cost of maintenance and repair costs;road accidentssignificantly decreased;helps maintain smooth traffic,improve road capacity;favor regulateautomobile manufacturers and modification of factory production management behavior,ithelps to standardize logistics industry healthy competition,to create a good market environment and so on.According to incomplete statistics,since2009in northernGuangdong area highways and provincial implementation of the common areas QingyuanYingde for truck weight fees since the truck overloading phenomenon has been effectivelycurbed:mild overload(ie over50%less than)compared weighf fees not implemented beforefalling by16%,moderate overload(over50%-100%)declined by50%,severe overload (over100%more)declined by80%.In addition to the northern section of high-speedBeijing-Hong Kong and Macau for example,the implementation of the previous weight feesafter contrast,the number of incidents trucks fell30%,the number of major accidents werereduced by45%,the number of casualties fell by38%.Self-evidence,the implementation ofthe superiority of weight charges is obvious,it is imperative.However,as a logisticsenterprises,weight fees in the implementation of a new policy,the logistics industry,transportcosts will be increased accordingly.Previously used a car to transport the goods to go,andnow may be two vehicles,both in fuel costs or cost driver is bound to increase.So,how incorporate policy changes of the environment,to improve their competitiveness,to resolve acorresponding increase in the cost of turning crise into opportunities.This is placed in frontof each one of the logistics business managers must address the issue.This paper is anattempt to right the weight fees environment,the enterprise how to adapt,develop andimprove their competitiveness for some research.
