Scientific and technological innovation provides strategic support for raising the productive forces. Inorder to promote S&T innovation, increase investment in S&T has become strategic choice. FinancialInvestments on S&T has significant guiding and leading role. Shaanxi province has rich resources of S&T,it promote the progress of S&T and social development, but enrichment of resources of S&T support andleading role of Shaanxi economy did not reveal out, this would require the Shaanxi provincial give moreattention on the financial support. Shaanxi increase the amount of Financial Investments, but economicsituation relatively backward has not been substantial changes. How the performance of FinancialInvestments on S&T in Shanxi Province? Whether the output of S&T can keep pace with the growth of theinvestment. To study the performance of Financial Investments on S&T in Shaanxi province make theFinancial Investments on S&T play a larger role in theoretical value and practical.This paper introduces the research background and significance, combining the theory of innovationgrowth，the endogenous growth and neoclassical growth theory, discusses the connotation and the necessityof Financial Investments on S&T, and according to the characteristics of the Financial Investments on S&Tperformance selected DEA-B2C model. Based on the analysis of Shaanxi province S&T activities and thepresent situation of Financial Investments on S&T. According to the1997-2011empirical data，selectFinancial Investments on S&T, the proportion of Financial Investments on S&T, the people of S&T asinput index, and select the authorized patents, science and technology thesis output, technical markettransactions as output indicators, using data envelopment analysis (DEA) evaluated the performance ofFinancial Investments on Science and Technology of shaanxi province. It shows that the combine efficiencyof its investment is an average of0.980, DEA efficient year accounted for66.67%. Therefore theperformance of the province is maintained at good level, but financial technology investment has not playits role, enterprise has not become the main body of technological innovation, transfer of scientific andtechnological achievements exists obstacle, the potential of science and technology personnel is not fullyexplore and so on.
