Design On The Performance Evaluation Indicator System Of Fiscal Technology Project

The national financial department paid great attention to science and technology becauseof its important force in promoting economic construction and social development, ourgovernment keeps increasing the support for strategy research and funding of science andtechnology, but the overall level of science and technology in our country is still laggingbehind. This situation was mainly attributable to the fiscal funds expenditure management onscience and technology projects failed to take full account of the lack of performance oneconomy, efficiency and effectiveness. So it requires our country improve the management of fiscal funds of science and technology projects in the process of developing science andtechnology.The importance of the development of the scientific performance evaluation on scienceand technology projects is increasingly emerging because of the scientific performanceevaluation plays an important role in content and basic work of modern management andscientific decision-making. So our government issued a series of management measures toguide and standardize the performance evaluation of science and technology projects, such asthe ministry of science and technology issued the 《National Science and TechnologyProgram Evaluation Review Code of Conduct and Supervision Measures》and led to《Scienceand Technology Evaluation Measures》(Trial), the ministry of finance issued《CentralDepartment Budget Expenditure Performance Evaluation Management Evaluation》, theeducational, scientific and cultural division of the ministry of finance has also issued《Central Educational, Scientific and Cultural Division Projects Performance EvaluationManagement Evaluation》. Construction of performance evaluation indicator system is thecentral part and the substance of the performance evaluation of fiscal technology projects.Therefore, it is great significance that design and establish a set of performance evaluationindicator system for fiscal technology projects to help the evaluation carry out smoothly、toimprove the efficiency and effectiveness of resource utilization, to increase the level of thefiscal expenditure management and decision-making, to encourage the outstanding scientificpersonnel, and to promote the sustainable development of society and economy. The paper based on the summarizing and analyzing of research production on theperformance evaluation of fiscal science and technology projects, and combined with thepresent situation of evaluation practice, then gave out the defects of existing performanceevaluation indicator system of fiscal science and technology projects. To solve this problem,the paper analyzes the performance of fiscal technology projects and selects the combinationof qualitative and quantitative analysis of evaluation methods, that means that Delphi methodestablishes three levels of specific indicators; Analytic Hierarchy Process method constructsthe judgment matrix of indicator weight and then uses Expert choice2000software tocalculate the weight of each indicator and the consistency of the results. Finally constructionof a scientific and reasonable performance evaluation indicator system for performanceevaluation work of fiscal technology projects has done.
