Performance Evaluation Of Financial Expenditure On Science And Technology In Anhui Province

The progress of science and technology plays an important role in the economic and social development of a country.As a kind of public goods,science and technology activities only rely on the market to carry out the allocation of resources,there will be a serious phenomenon of market failure.Public finance should play its role in supporting the development of science and technology activities.On the one hand,government have to invest an amount of financial capital,on the other hand to guide other social resources into scientific and technological activities,give full play to its functions.At present,China's economy has maintained a high growth rate,while the pursuit of rapid development,we should pay more attention to the quality of economic development.Fiscal expenditure on science and technology and its performance on the technical innovation,industrial structure and other aspects of the promotion effect is obvious.Anhui province is located in the east of China.It is the second province to carry out the pilot work of innovative provinces,but its economic development and technological level are always lagging behind other provinces in East China.In recent years,the Anhui provincial government investment in science and technology activity maintained a high growth rate,but the effect is extremely limited.The problem of performance evaluation of fiscal expenditure on science and technology has become one of the urgent problems to be solved,and the public began to become increasingly concerned about the issue of fiscal expenditure on science and technology in Anhui province.Anhui Province is facing the most realistic problem is to get rid of its economic and technological level behind the situation,we must enhance its scientific and technological innovation capacity,and build a mechanism for scientific and technological innovation to promote economic development.The government of Anhui province should strengthen the supervision and management of the expenditure of financial science and technology,and make full use of the results of its performance evaluation,so as to make it become the main link of public expenditure management and effective policy evaluation tools.The fiscal expenditure on science and technology of Anhui province's performance evaluation,and finds out that there are some problems such as inefficient management,unreasonable expenditure structure and insufficient overall expenditure,improve the fiscal expenditure on science and technology performance in our province,and it also has a positive effect on the improvement of our province technology innovation,science and technology development level,the level of economic development and people's quality of life.Based on the relevant research background and the domestic and foreign and correlational research,this paper defines the relevant concepts of financial and technological expenditure,and on the basis of the relevant theory of performance evaluation of financial science and technology expenditure.First of all,by collecting the relevant data of fiscal expenditure on science and technology in Anhui Province,it analyzes the current situation of its development.This paper analyzes the status quo of the overall level of science and technology in Anhui Province and the current situation of the scale and structure of financial expenditure in Anhui Province.Secondly,based on the previous analysis of the status quo,the data envelopment analysis and Malmquist production efficiency index method are used to evaluate the performance of Anhui province's science and technology expenditure from both static and dynamic aspects.Finally,on the basis of the empirical analysis of the third and fourth parts of the article,we find the problems of the performance of Anhui's financial technology expenditure:First,the total amount of fiscal expenditure on science and technology in Anhui is relatively insufficient,and the structure of expenditure should be further optimized;Second,the transformation rate of scientific and technological achievements in Anhui province is low;Third,enterprises have not yet played the main role of their innovation;Fourth,the financial expenditure of science and technology in Anhui has not yet formed a stable investment mechanism;Fifth,the Anhui provincial financial science and technology expenditure lack of effective supervision and management system.On the basis of the analysis of the problems found in the empirical analysis,based on the actual situation of Anhui Province,the paper puts forward some policy recommendations to improve the performance of Anhui's financial science and technology expenditure:First,we should increase the investment in Anhui's financial science and technology funds,and optimize the structure of Anhui's fiscal expenditure on science and technology;Second,we should improve the conversion rate of scientific research achievements,and accelerate the transformation of real productive forces;Third,it clarifies the function of the government's science and technology investment and gives full play to the guiding role of the government;Fourth,we should improve the mechanism of fiscal expenditure on science and technology and innovate the way of fiscal expenditure on science and technology;Finally,we should improve the supervision and management system of fiscal expenditure on science and technology.
