With the development of economy and technology, and the change of publicconsumption attitudes and travel habits, the traditional tourism has become increasinglydifficult to adapt to market. In such condition, the concept of smart tourism has beenproposed, coupling with the strong support of national policies, smart tourism become theinevitable choice of traditional tourism for the transformation and upgrading. As an importanttourism group of Shaanxi province, in face of the advent of the era of smart tourism, Xi’anQujiang Cultural Tourism Co.,Ltd. must adjust its development strategies in a timely manner,in order to maintain a competitive advantage.This paper is based on the theory of strategic management and smart tourism.Itintroduces the development of smart tourism and the reference of typical case on smarttourism development, analyzes the operating environment of Qujiang Cultural TourismCo.,Ltd. through PEST(E) and five forces model analysis, and formulates the developmentstrategy of Qujiang Cultural Tourism Co.,Ltd. after doing the SWOT analysis. Thedevelopment strategy is that actively accelerating the information construction over the nextdecades, creating value for customers and appreciation of company’s brand by meetingcustomers’ demand and improving the overall quality of product and service, in order toachieve the goal of the first large-scale characteristics smart cultural tourism enterprise inChina. At last, it comes up with the implementation of strategy. Firstly, seizing thedevelopment opportunities of smart tourism, accelerating the information construction;Secondly, making the joint development of all business units, and playing the overall effect.Thirdly, conducting smart marketing and developing online-travel market; Fourthly,enhancing the brand value. It also proposes the safeguards of strategy implementation toensure strict implementation of the development strategy, which is establishing strategicimplementation and control system, strengthening the qualified personnel, improving theindependent innovation capability and promoting the construction of enterprise culture.
