Food as the rations of mankind, is the basis for human survival and development.Whether the food can meet a country’s needs concerns the country’s ability to ensure asustainable economic development and a stable and harmonious society, thus the issue of foodsecurity has long been regarded as a major national strategic issues. Arable land is one of themost valuable human resource, is the basic livelihood protection of mankind. While as thecontinuous development of social economy, China’s urbanization and industrialization hasdeveloped faster and deeper in recent years, the land demand for economic construction hasincreased, thus the amount of arable land shows a sharp decrease and decline. AlthoughChina has developed many policies and regulations concerning the protection of arable land,but because of the ambiguity of the responsibility and obligation to protect arable land, thelack of proper compensation mechanism of arable land,the ecological and social value ofarable land has been ignored, and thus brings the low-cost expropriation of farmland, leadingto the extensive use of land for construction, resulting in a great waste of land, creating avicious cycle of extensive land use.Most studies have focused on eco-compensation in this area, the research of cultivatedland compensation partition of urban areas which is closely associated with economicdevelopment and change of cultivated farmland is rarely.The research object in this paper is Xi’an metropolitan districts and counties, startingfrom the perspective of regional food security, calculating the demand for arable land andfarmland deficit/surplus of Xi’an metropolitan area. Based on the different foodself-sufficiency rate, the Xi’an metropolitan area is divided into arable payment area, balancearea and repayment area. This result not only reflects both the food security situation of theadministrative area in Xi’an metropolitan, but also provides theoretical support for thefinancial compensation to arable land.
