| Our country is currently in the process of rapid development, with the gradual integration andregional coordinating urban and rural areas, between urban and rural development and land-use intensiveconflicts draw more attention and be more prominent. Spatial planning as a scientific basis for guiding andcoordinating the rapid development of urban land intensive use of resources to protect the relationshipbetween an effective means to solve the contradiction between the two. In spatial planning, land useplanning and urban comprehensive planning to guide the work of the two most direct statutory planning,mutual relationship between contact and mutual supervision, influence each other. However, in practice,due to both the guiding ideology, the legal system, administrative system, method of preparation and thetechnical level of the system differences, the two appear to improper planning of convergence in theimplementation process, the phenomenon has become increasingly prominent contradiction, which is thecity Green rational development, urban and rural integration objectives bring some difficulties, so do theoverall planning and convergence of the overall planning of urban land use is an important part of thecurrent development studies.This study,based on concept, planning system, the role of Land Use Planning and UrbanComprehensive Planning, analyzed the difference in the guiding ideology, the legal system, administrativesystem, method of preparation and the technical level of the system, proposed two rules coordinating thecontent and ideas based on contradictory results of the analysis, and a spirit of Henan Lingbao town forinstance, through the examples of modern towns where the overall planning of land use conflicts with theoverall urban planning between combined with the actual situation highlights two rules coordinationproposals and measures to promote the sustainable development of the town of Yu Ling, healthy andreasonable development. |
