Study On The Coordination Of Urban Comprehensive Planning And General Land Use Planning

Urban comprehensive planning and general land use planning are two important plannings to guide a region urban construction and optimal land use structure. They are co-based on national economy and society development program, co-taking land as brief planning object and co-taking rational exploitation, utilizing and protection of land resources as the core content.. So the two plannings should correspond with each other. The differences of land classification and divisiory criterion, statistical definition, working method and technique measure between the two plannings have discovered in recent years. Therefore, how to correspond urban comprehensive planning and general land use planning has become a difficult problem between urban planning and land use planning .The thesis analyzes the relationship of urban comprehensive planning and general land use planning in terms of planning system. It analyzes the conflict between urban comprehensive planning and general land use planning. On the basis of correlative theories and with the guidance of scientific concept, it is try to build up law and regulation system, formulation system, administration system and operation system.Firstly, based on analyzing compilation background, aim and mission, the thesis discusses the internal relation between urban comprehensive planning and general land use planning.Secondly, the thesis analyses theoretical foundation and lawful foundations of urban comprehensive planning and general land use planning, put forward using scientific concept to direct the coordination of two plannings.Thirdly, in order to building up planning coordinative system, it must building up perfect planning system except technique measure and law and regulation system. So, the thesis analyses conflict between urban comprehensive planning and general land use planning in China from law and regulation system, formulation system, administration system and operation system.Finally, the thesis expatiate the ways and measures to correspond with urban comprehensive planning and general land use planning. From the perspective ofbuilding up perfect planning system, it presents perfect law and regulation system, perfect formulation system, perfect administration system and perfect operation system to coordinate both types of planning.
