The Research On Innovation-driven Strategy And The Integration And Development Of China’s PV Industry

Supporting the development of new energy sources has been proposed in the report of18th CPC National Congress,in addition, Premier Li Keqiang also clear that we shouldencourage the development of solar energy during the NPC&CPPCC. Government’ssupport makes photovoltaic industry has great opportunities. In addition, with the increasingdepletion of traditional energy and serious environmental issues, developing solar energy,wind energy and other new energy has become an inevitable choice for the world.Firstly, in this paper the current situation of development of photovoltaic industry isdiscussed, by the PEST analysis analyze the political，economic，social and technologicalenvironment of China PV industry development and sue SWOT analysis analyze the strengths,weaknesses，opportunities，threat of china PV industry development. For the competitivenessof China PV industry, In this paper, we create the evaluation index system and model ofphotovoltaic industry competitiveness by analyzing some relevant data and use the entropymethod to make an quantitative analysis on Chinese PV industry competitiveness, throughwhich we can identify gaps so as to provide basis for decision making to upgrade the China’sPV industry competitiveness. In addition, we also study the innovation capability of PVindustry in the analysis of.Though the above analysis, we analyze the PV industry currentsituation comprehensively from the aspect of environment, competitiveness and innovationcapacity.Secondly, we analyze the problems of Chinese PV industry development and thereasons that led to these problems. These problems mainly include uneven development of PVindustry chain, the development between PV industry and market is upside down, excesscapacity, weak independent innovation capability, diiffculties in ifnancing, slow developmentand low level of innovation on technology.With these problems， there are mainly followingreasons,such as immature development of PV industry chain, the existing pattern of interest restricts the development of domestic PV market, inappropriate incentives for localgovernment, the lack of innovation and creative talents, flawed ifnancial mechanism and lackof ifnancial innovation, lack of technological innovation funding, low degree of integrationbetween production> study and research, etc. This conduce to take specific measures to tosolve the problems in connection with speciifc problems and causes.Contrary to the development current situation, problems and causes of China PV industry,this paper presents the implementation of innovation-driven strategy and integrate the PVindustry development, innovation-driven development strategy system speciifcally includeschain strategy, market innovation strategy，policy innovation strategy, talent innovationstrategy, ifnancial innovation strategy, technology development strategy and industryconsolidation strategy, this puts forward the strategic choice from the aspect of industry,market, policy, personnel, ifnance and technology to promote the development of photovoltaicindustry. With innovation-driven development strategy system, we propose the speciifcmeasures in this paper. From the perspective of industry chain we need to adjust the industrialstructure actively, the implement vertical integration strategy； From the perspective of marketwe need to reform the electricity mechanism and explore market actively； from policyperspective, the government needs to improve and innovate industrial policy actively. Fromtalent perspective, we should focus on training PV professionals and enhance the independentinnovation capability; for the ifnancial support, we need to continue to optimize the ifnancingenvironment and innovate ifnancing methods; technically, we must improve the capability ofindependent innovation and promote technological progress of PV; from the whole industryperspective, we need to promote the merger, reorganization and vertical integration ofenetrprises and establish industry alliances.
