Chenghe Mining Total Risk Management Research

The implementation of the socialist market economic in China, on one hand, promotesthe optimal combination of resources, while, on the other hand, leads to overcapacity and othereconomic problems. With the penetration of market-oriented reform of coal industry in China,the competition among coal enterprises becomes increasingly fierce, the two sides of themarket economy is gradually emerging in the coal industry, the risks coal industry facing aretransferring from the traditional safety risks to multipolar risks like strategic risk, operationalrisk, legal risk. Therefore, a comprehensive understanding of the risks in coal companies andthe reinforcement of the enterprise-wide risk management are the keys to the implementationof sustainable development and the enhancement of competitiveness in coal enterprises.This paper combines qualitative and quantitative methods to evaluate and identify the riskfaced by the coal chemical industry, then, take Chenghe Coal Industry as an example,obtaining several results. The paper identified the risk factors based on the characteristics ofthe coal companies from both macro level and micro-level, including macro environmentalrisks, security risks, financial risk, operational risk and strategic risk, then proposed20indicators, established risk factors for coal enterprise-wide risk evaluation index system andestablished risk assessment model evaluation based on fuzzy comprehensive method. Thepaper then take Chenghe for example, applied coal enterprise-wide risk management model toevaluate comprehensive evaluation, obtaining Chenghe general risk conclusions and puttingforward recommendations on strengthening Cheng Mining comprehensive risk management,including: enhancing risk awareness, prudenting to diversify and strengthening the productionprocess safety management, strengthening of human resources management, trade policy,other concerns and so on. At last, the paper proposed safety work to strengthen chengsafeguards including: strengthening production safety responsibility to implementation,strengthening security risk control management, strengthening security technologymanagement, strengthening the dynamic process management.
