Study On Evaluation Of The Ability To Perform The Legal Responsibilities Of Safety In Production Of Project Management Department

With the rapid development of our economy, the level of construction industry is on arapid increase as well. But the security situation of construction project is becoming more andmore serious. there are various of production safety accidents during the process ofconstruction projects, which caused so shocking casualties. there exists lots of problems to besolved during the management of safety in production.To avoid the accidents of safety in production,we should make an effective safetysupervision system according to the safety production behavior of the main parties involvedin the construction projects, urge the parties to cooperate closely, participate actively in thesafety production management activities, which, to strengthen production safety supervisionfor the construction phase of the project, improve the level of the safety management ofconstruction units, we need the supervision units commissioned by the construction units tofulfill the safety production of statutory duties, we need to guarantee the effective working ofsafety in production of the construction units, supervise the safety management institutions ofconstruction units to play an active role,implement the safety technology plan, remove thehidden danger, to avoid the occurrence of safety accidents.In the construction phase of the project, the level of safety supervision and managementof project management organization has a great influence for the safety productionmanagement of the whole project. The research on how to improve the safety supervisionlevel of project management organization is a vary meaningful work. This study is aimed togive a justice evaluation on whether the supervision organization has done the statutory duties.The purpose is to provide the competent department of the government a standard method onhow to evaluate the level of legal responsibility of the project supervision mechanism.In this study, I give analysis from the legal and practical point based on the exiting lawsand regulations, departmental rules and supervision of production safety legal duty on thesummary, clear the project supervision institutions to fulfill the statutory duties of safetyproduction of the specific content and scope and production safety supervision andmanagement of the implementation. Thus, establish the evaluation index system of the projectsupervision institution performance of production safety legal responsibility ability, andchoose the simple, effective, applicable for determining the index weight and evaluationmethod through the literature induction, make sure the weight of each index in the evaluationsystem, and finally completed the model of construction project supervision mechanism tocomprehensive evaluation of production safety legal responsibility ability based on fuzzy mathematics theory. In addition, there is a example of a project supervision mechanism case,used to validate the practicability of model through the analysis of the model in the projectsupervision institutions to fulfill the production safety legal duty capacity evaluation.
