With the rapid rise of the knowledge economy of the21st century, competition incomprehensive national strength between countries is becoming increasingly fierce. Butthe final competition is the talent of quantity, quality and high-quality human resourcesteam reserves, especially in todays scientific and technological work, managed laborand knowledge-based labor become more and more widespread attention. Under theconditions of the rapid development of high-tech and the process of economicintegration in the world, high-quality human resources have become strategiccompetitive factor to all countries in developing of advanced productive forces.Firstly, in this study, some theory and practice relevant to highly-skilled talentpersons were reviewed. In summarization part, some characteristics of highly skilledpersonnel, motivating characteristics, forms as well as the establishment mechanismmodel of highly-skilled talent persons were analyzed from theoretical and practicalaspects, combined with domestic and foreign high-skilled personnel training cases anddifferent personnel training methods.Secondly, based on the investigation, combined the CC training and managingactual status, using owned theoretical knowledge, learning from people of all circles athome and abroad in highly skilled personnel training theories and models,someproblems of the high-skilled personnel training of CC were analyzed, using caseanalysis, data analysis and comparative analysis etc. and some reasons were found.Then,from the individual factors, environmental factors, school factors such as threedimensions, the impact of highly skilled personnel training effect factors were analyzed.From employees themselves, tasks and incentives three dimensions, how to make theincentive model of high-skilled personnel training were given. On this basis, CCtraining highly skilled personnel development ideas were obtained, developed theoverall goals and tasks, and presented its highly skilled personnel training specific countermeasures and recommendations. The“five” model of high-skilled personneltraining, training mechanism, select mechanism, evaluation mechanism, evaluationmechanism, incentive mechanism, and related suggestions and organizational support,funding support and training base, public opinion, to create a good environment andestablish a suitable mechanism for highly skilled personnel training, to improve traininghighly skilled personnel protection measures, to promote high-skilled talentmanagement system innovation and so on. Those will provide a useful reference and anew reference for enterprises in human resources aspects of high-skilled talents.Finally, according to the article’s analysis, the main conclusions of this study wereobtained, and some insoluble problems were given.
