The transition of China’s economic and social development, the strong area strategyimplementation of talent in Xinjiang and enterprise’s technology innovation are inseparablefrom the support of high skilled talents. Innovation Enterprises, which plays an important rolein Xinjiang spans type development, not only depends on the innovation talents of scienceand technology talents, but also needs the basic level of high skill talents of enterprises–highskilled talents, who can promote the realization of technical innovation and change ultimatelyinto the best product, sevice, management and benefit. However, in Xinjiang high skill talentshortage now, the actual ability to be changed infirmly, structural unbalance already became a"bottleneck" of enterprises to enhance the competitiveness and economic development, whichcannot meet the actual needs of the development of my region economy. Therefore, it isimminent that the problem of high skilled talents growing and development needs to besolved, this is just the purpose of the research.This paper used literature research, questionnaire survey and statistical analysis and otherresearch methods, to study the growth mechanism of high skilled talents in InnovationEnterprises of Xinjiang, and the main works and results are as follows:First, the total-structure of innovative enterprise high skill talents were reviewed. Asthe main proposition of scholars of high skill talent development mechanism can be gainedthe nutrition. At the same time, the existing research had not yet been involved or not fullycarried out part of the perfection and expansion. Through the survey, we formed the researchideas and framework, brought out the theme of theoretical and practical value and innovation.Second, the establishment of high skilled talents development mode of the innovativeenterprises. The high skill talent of innovation enterprises in Xinjiang as the research object,from three point views of the macro, meso and micro environmental, used empirical researchmethod to analysis the influence factors for high skilled talent’s growth, interpreted thecorrelation between the influencing factors and the high skill talent’s growth, and brieflyanalysised the impact degree of various factors. Through the above analysis, we establishedeventually the mathematical model, in order to provide an empirical foundation for thesubsequent study design about growth and development mechanism of high skilled talents.Third, this article constructed the innovation enterprise high skill talent growthmechanism model. Based on the above theoretical analysis and empirical analysis, which considered that my area high skill personnel training, evaluation and current situation,combined with the growing rule of specificity, based on high skilled talent developmentmodel as the foundation, we constructed the organic integration of linkage growth mechanismof high skilled talent’s evaluation of power traction, training, motivating and developing, andthis is the innovation of this paper.Finally, this paper summarized these researches, and pointed out the innovation,inadequate research and future prospects.
