Love of beauty is common to all. With the remarkable development of marketeconomy, the growing increase of people’s demand and the enhancement of standardof living, cosmetics have gradually changed from luxuries of minority groups used tolife necessities for the mass. While cosmetics bring beauty for people, their impactson environment, society and their health problems have gradually attracted theattention of various social circles. Since2006, events concerning cosmetics safetyhave emerged in an endless stream, and risks in cosmetics exist in the aspects ofresearch, production, circulation and use, reflecting serious defects and loopholes inthe cosmetics safety supervision system of our country. Previous studies on cosmeticssafety supervision mainly focus on the responsibility of the government, and thefailure in government mechanism and market mechanism in the field leads to demandfor multi-central governance of the cosmetics safety. This article, based on thepolycentric governance theory as the research foundation, using case study, statistics,comparison, combined with the practice of the author who has been engaged incosmetics safety supervision for many years, analyze the challenge met by the currentcosmetics safety problem. Meanwhile, from a long-term perspective and in the lightof the United States, Europe and Japanese advanced experience, the idea is proposedto improve the safety of cosmetics, together with recommendations for presentpolicies in Quanzhou. The full text is divided into six chapters: the first chapter is theintroduction, mainly introducing the background and significance of this study,reviewing related concepts and literature, and analyzing the theoretical basis andresearch methods. The second chapter analyzes the cosmetics safety problems and thegovernance dilemma of Quanzhou. The third chapter analyzes the causes affectingcosmetic safety governance from four aspects of enterprise, government, socialintermediate level and consumers. The fourth chapter is a comparative study,introducing the cosmetics safety governance in developed countries and regions, suchas the European Union, Japan and the USA, and its inspiration to us. The fifth chapterputs forward the specific countermeasures and suggestions on cosmetics safety supervision from the perspective of multi-central governance. The sixth part makes asummary and a prospect. This study tries to combine theory with practice, study thenew strategy on cosmetics safety supervision, in the hope of providing a certainguiding significance in promoting the city cosmetics safety supervision, ensuring safeuse of the vast number of consumers, maintaining market order and improving thecompetitive advantages of small brands.
