The Improvement Research Of Measurement Management In Space Enterprises

In the modern market economy system, Chinese space enterprises enteredinto to a new develop ment phase. With the industria lizatio n acceleration in spacefie ld, it is request higher require ments for quality control of the whole projectdeve lopment. This shall be guaranteed by the advanced enterprise institutio n andalso supported by the comprehensive measurement service.However, compared with the space enterprises in traditio nal space countrylike USA, Russ ia and etc., there still ma ny defic ienc ies in measure mentmana geme nt mode of China aerospace enterprise. The traditiona l measure mentmodel can’t meet the fast develop ment of Chinese space industry. It is ainevitable and urgent task for China space enterprises to establis hing perfect andeffective measurement management mode.Targeting the actual measurement manage ment situation in the China spaceenterprises, this paper is proposing a more comprehens ive mana ge ment mode onthe basis of a full investigation on the measure ment manage ment syste m inseveral space enterprise. Aiming at the measure ment manage ment defic ienc y andspecia l measurement require ments in Chinese space enterprises, the proposal ismade based on the requirements of the ISO10012international standard, theadvanced mana geme nt experie nce of severa l famous internationa l spacecooperation, Europe and the United States Measurement standards.The research work in the paper he lps to improve the ma nage ment leve l ofthe space enterprise. A new measurement mana geme nt mode is planned anddesigned. Featuring the character of China space industry， it can meet therequireme nts of ISO10012standards and the PA require ments in the spaceindustry. The different aspects related to space enterprise measure mentmana geme nt have been reviewed inc lude the improve ment necessity, orientationand sca le, deve lopment consideratio n, organization configuration, personne lresponsibility, basic requirements and etc.
