Study On National System Of Innvation Construction For Russian Transition And Transformation

Ever sense20thcentry90s, the systemic method of the theory of nationalinnovation system is more common used on researching of the innovation to theimpotence of economic growth. Scholars such as Freeman, Nelson, Lundvall andOrganization for Economic Co-operation and Development improved the theory ofnational innovation system from different aspects. Under the switch to a marketeconomy, the establishment of national innovation system in Russia is not only thegreat advance in science and technology, but in social economy.This article start from the history of the establishment of national innovationsystem which included three parts economic crisis, technological crisis andinnovational crisis. The basis principles of the establishment of national innovationsystem in Russia contain three parts the integration of technology and economy, theintegration of science and education, the development of technology for military andcivil. The history of the establishment of national innovation system in Russia couldbe divided to three stages the stage of transition stage(1991-1995), the explorationstage(1996-2001), the revolution stage(2002-), each stage has its own developinggoal and special operational policy measures.Next the article used the structure of national innovation system in Russia asa point of penetration to introduced and to analyzed its function for establishing afoundation for next researching. It is build from major parts of basic research system,the production and dissemination of knowledge and application system, theexplorative researching system and the national regulation and guidance system.After that, the article analyzed the operating mechanism of nationalinnovation system in Russia from three different aspect of the dynamic mechanism,the selection mechanism, tied mechanism. It point out that where the internal andexternal power of national innovation system in Russia comes from. It make the selection mechanism in development of national innovation system. It studied the4factor that limits development of national innovation system.At last, based on the acknowledge of series of experience in nationalinnovation system in Russia, the article used the results above. It analyzedtheoretically and realistically in2aspect the connection of economic transitionand the establishment of national innovation system, the connection of theestablishing stage of national innovation system and the market. It point out thereason that the national innovation system works inefficiently in the early stage ofeconomic transition in Russia. And than it analyzed the special operational policymeasures used by Russia for correct the situation. That shows that the co-work ofmarket and government is very effective measure for technologic innovational crisis.It can be seen that there are either negative and positive factors in the establishingstage of national innovation system by Russia. Anyway it is very important for theproblems and solutions on the way establishing the national innovation system inour country.
