In the21st century, the economy has accelerated globalization, cultural andeconomic ties between the increasingly close international, which appeared inboth the convergence trend. International telecommunications companyoperating philosophy is cross-regional, cross-cultural progresses, variouscultures in the same company conducted blend Unicom, therefore, in the study offoreign telecom companies manage content, we have to consider the impact ofthe cultural brought, in different cultural ideas will be important butadienedominant factor in international business success. However, with the deepeningof Sino-Russian trade, but there was the process of Russia’s telecommunicationscompany culture clash more intense, became hindered the development of thetwo telecommunications companies, so the two telecommunications companiesof different cultures to become the important direction, looking for ways toresolve problems, with reduced cross-cultural management and culturaldifferences in the larger sense.Based on the Sino Russian telecom enterprise as the research object, thetheoretical and empirical research on two aspects of cross cultural managementand cultural differences. The paper according to the theory, culture and crossculture management concept and relevant theories are summarized, the theorybasis of the preparation of data for the research of this paper; secondly, describesthe cultural characteristics of China and Russia, it is pointed out that manyproblems caused by cultural differences; again, select the appropriatetelecommunications enterprise sample, carries on the questionnaire survey to theRussian telecommunications enterprises from the aspects of cultural differences,the construction of enterprise culture, using the method of qualitative analysisand quantitative analysis, the comparative analysis of Sino Russian telecomenterprise culture. On the cultural differences between China and Russia in thetelecom enterprise are discussed; finally, according to the cross culturemanagement and puts forward methods and Countermeasures to solve theproblem of cross cultural communication and management related theory. Hopethat through this study, to help enterprises to establish a common business philosophy and culture, reduce cultural friction, the behavior of employees andthe enterprise management concept effectively combine, into the new culture ofenterprises.
