A Study On The Government Behaviors In The Employment Training Of Landless Farmers In Guangzhou

With the continuous progress of the economy, the Process of urbanization and industrialization has accelerated; the team of landless farmers is constantly expanding. With the loss of land, most of landless farmers who are lack of culture, knowledge and skills, are in a weak position among the fierce competitions. At the same time, because the rural social security system in our country is not perfect. They become the vulnerable group between countryside and city. All these may provoke new social contradictions and conflicts. It is urgent to protect the right of landless farmers. The government needs to know that it is very important to ensure executing the policies of Chinese land requisition compensation. China will maintain a rapid process of urbanization, a large number of collective land will be expropriated, a large number of farmers need to be resettled. To strengthen the construction of employment training system for landless farmers is of great significance to China’s economic development and social stability.In this paper, field interviews and questionnaires have been used. To take Wanmu Orchards in Guangzhou as a case, this article has investigated Guangzhou basic situation of landless farmers, their employment status, training status and other aspects. Through analyzing difficulties of current governments behaviors. This Paper has provided effectively optimized ways for Guangzhou government behaviors in the field of landless farmers employment training, new ideas to speed up the construction of job training system for landless farmers an effectively transfer labor power of landless farmer and also has provided reference for decision-making to the government. This Paper is divided into seven parts:Chapter Ⅰ:Introduction, which expounds the background, purpose and significance of the study and research at home and abroad.Chapter Ⅱ:The definition of core concepts and related theoretical basis. The concepts of landless farmers, job training, and government behaviors have been defined, and expounds human capital theory, training theory and the theory of public goods.Chapter Ⅲ:It gives government behaviors a clear positioning in the job training for landless farmers.Chapter Ⅳ:It is about investigating and analyzing of government behaviors, employing and raining for landless farmers in Wanmu Orchards of Haizhu district, Guangzhou.Chapter Ⅴ:The dilemmas of Guangzhou Municipal Government in employment training for landless farmers. Chapter VI:It expounds path optimization for Guangzhou government behaviors in landless farmers employment training, proposes accurate positioning, diversified planning, assurance to increase capital investment in quality training for landless farmers, innovation for assessment system and incentive system, policy response system for and so on.ChapterⅦ:epilogue.
