China's Intelligent Water Network Strategy

Water crisis management is the most important part of enhancing the economic and population capacity of our environment,and also the key of western governance.There are nearly ten plans for the study of the west route of South-North Water Transfer Project.But there is no comprehensive cross-border exploration of the economy,ecology,engineering and government management.Meanwhile,there is a lack of discussion on the sources of capital,specific lines,engineering management and supporting social governance.So it is difficult to meet the research needs of government governance.This paper looks at the management of water resources from the perspective of government management,and studies where the money comes from,how the benefit is,the trend of the project,the administrative risk and the prevention strategy,which will help promote the progress of the public works to the practice.And this is to explore the unique decision-making logic of public policy and public project in China,to clarify the more scientific,reasonable and efficient management thinking of the Chinese characteristic socialist government,in addition to the western "ballot decision" logic.The National Intelligent Water Network is a very high-end public project which integrates transportation,national defense,arable land and economy.It is of great significance to the long-term stability of the country.The urgent needs of social development,the progress of science and technology,the strengthening of economic strength and engineering strength,the construction of intelligent water network across the Yangtze River,the Yellow River,the Nu River,the Lancang River and the Yarlung Zangbo River has historical inevitability.In Northwest China,water is a very important strategic resource,which concerns the people's life and health,people's livelihood and political stability,economic development,ecological environment,the use of cross regional public resources,finance and public investment,food security and cultivated land protection,defense diplomacy and other important issues.The party and the government's control over water problems is a common concern of the public management circles and theorists.At the same time,the intelligent management of super large water resources projects and the multi center collaborative governance of serious social problems are also the inevitable choice of socialist modernization.In response to the water crisis,the special relationship between China's national strategy and local development strategy and the distribution of water resources in our country should be made by the special administrative and social governance mechanism of our country as the policy environment and reality carrier.The construction of intelligent water network can add two new economic belts and five main traffic lines to activate the vitality of industrial and agricultural activities in four million square kilometers of desertification areas.The contribution of the theory to GDP is about 225 trillion yuan,and the initial government investment only needs hundreds of billions.This article has been trying to bridge the differences between the government departments and the public in the water crisis management.It is an application exploration of the new trends of public management,such as risk management,crisis management,multiple cooperative governance,and information intelligent management.
