With the progress of society and the reform of corporate system, large quantities of out-standing female geniuses enter into the companies or the forum of politics, and play an important part in every area. But some of the special organizations like the Design Institute are on the way from planed economy to market economy. The leader originally referred to as "cadres" not only faced with many obstacles brought about by the reform of institutions, but also faced with the obstacles from social development and the recognize of management leadership. So, whether or not a woman can be a new influential leader became a hot topic. For example, Yang Lan, who successfully founded Sun TV and got significant result. But compared to male leaders, both in corporate and administrative institutions, the female leaders are still rare.To explore the characteristics of the female leadership and analyze the obstacles of women managed leader in career advancement has a profound meaning. This will help the female cadres understand of their situation, identify their career development path. It will promote the development of women leading.This paper takes the female managers who work in Sichuan Electric Power Design Institute as the research object. It analyzes the status quo of females who are taking part in administration, which are based on the social sex theory, leadership theory, and flexible management theory. This paper builds a research model and analyzes the status quo of current design institute led by women, as well as the factors that hinder the development of women leaders, trying to find out an effective way to solve the problem through the above analysis.This article can be divided into five parts. In the first part, the author analyzes the status quo that female leaders participate in the management of the Design Institute and the existing problems; In the second part, the author puts the theory of females participating in the management. Flexible management gradually enters in people’s sight and becomes the inevitable trend of management; In the third part builds the research model and analyzes the structures of female leadership, metrics and influencing factors. In the fourth part, the author verifies the contents of the above through the analysis of the case of the Sichuan Electric Power Design Institute. The fifth part brings forward effective means for female leaders to take part in high-level administration.
